The All Progressives Congress (APC) governorship candidate in Lagos State, Dr Kadri Obafemi Hamzat, has unveiled a 100-point manifesto ahead of the 2027 election, outlining development priorities and a proposed public scorecard to monitor his commitments if elected.
Hamzat presented the manifesto, titled The Lagos Promise, Ileri Eko, at the Wole Soyinka Centre for Culture and Creative Arts, formerly the National Theatre, in Iganmu, Lagos, on Friday, October 30, 2026.
The document contains 87 firm commitments and 13 aspirations, covering seven pillars of development. Hamzat urged residents to scrutinise the proposals and hold him accountable for their implementation.
Among the economic proposals are plans to simplify business regulations, improve access to funding for small businesses and create employment opportunities. He also pledged to introduce technical skills training to prepare young people for employment.
On transportation, Hamzat proposed increasing the public bus fleet from 1,000 to 4,000, extending the Blue Line rail to Okokomaiko and expanding ferry services with additional routes and electric vessels.
His healthcare plans include increasing Maternal and Child Centres from 10 to 15, expanding Ilera Eko health insurance coverage to one in every three Lagosians and establishing new hospitals in Ogombo and Ibeju-Lekki.
The manifesto also addresses environmental management and water supply, with commitments to achieve 95 per cent waste collection coverage, complete the Adiyan Phase Two waterworks and advance the waste-to-energy project in Agbowa.
Speaking at the event, Governor Babajide Sanwo-Olu emphasised the importance of continuity in Lagos’ development plans, describing the transition between administrations as a relay race in which each government builds on the work of its predecessor.
He pointed to major ongoing and proposed projects requiring sustained attention, including the second phases of the Blue and Red rail lines, the Fourth Mainland Bridge, the proposed Lekki-Epe International Airport, the Omu Creek project, food hubs and logistics parks.
Sanwo-Olu also highlighted Hamzat’s experience in previous Lagos administrations, recalling his service as Commissioner for Science and Technology under former Governor Bola Tinubu and Commissioner for Works and Infrastructure under former Governor Babatunde Fashola.
The governor, who said he had seven months left in office, expressed confidence in a peaceful transfer of power and urged residents to assess the manifesto against their everyday needs.
He further called on APC members to take the campaign to communities across the state following Hamzat’s emergence as the party’s governorship candidate.
