The Office of the Head of the Civil Service of the Federation (HCSF) has told the House of Representatives Ad hoc Committee investigating the Presidential Foreign Investment Promotion Council (PFIPC) that it did not establish the council, stating that its role was limited to approving its administrative structure.
Representing the Head of the Civil Service, officials explained that the office only processed the council’s request for an authorised establishment after receiving the required documents during the 2025 Annual Manpower Project Defence Exercise.
The HCSF said it subsequently approved an authorised establishment of 314 positions but stressed that recruitment, deployment of staff, remuneration, office allocation and the establishment of government agencies fall outside its statutory responsibilities.
The officials also disclosed that no civil servants were deployed to the council and that there was no record of an application for approval of its conditions of service.
They urged the committee to seek further clarification from the Office of the Secretary to the Government of the Federation and other relevant agencies, maintaining that the establishment and operational oversight of the PFIPC do not fall within the mandate of the Office of the Head of the Civil Service of the Federation.
