President Bola Ahmed Tinubu has transmitted two executive bills to the House of Representatives for consideration, while Speaker Tajudeen Abbas rejected an attempt by lawmakers to summon the President over delays in the release of funds for capital projects.
At plenary, Speaker Abbas read separate communications from the President seeking expedited consideration of bills to strengthen public senior secondary education and reform Nigeria’s criminal justice system.
The first bill seeks to amend the National Senior Secondary Education Commission Act to improve the administration and governance of public senior secondary education.
The second bill proposes the repeal and re-enactment of the Administration of Criminal Justice Act, 2015, with provisions to speed up criminal investigations and prosecutions, expand the use of technology in criminal proceedings, improve coordination among justice institutions, establish a Sex Offenders Register and Witness Support Fund, and strengthen case management.
President Tinubu also notified the House of his decision to withhold assent to the Chartered Institute of Purchasing and Supply Management of Nigeria Amendment Bill, 2026, and the Raw Materials Research and Development Council Amendment Bill, 2026, citing legal and drafting concerns.
Meanwhile, the House adopted a motion urging faster release of appropriated funds to Ministries, Departments and Agencies and approved the establishment of an ad hoc committee to monitor budget implementation.
During the debate, Speaker Abbas ruled out a fresh prayer seeking to invite President Tinubu to explain delays in budget releases, stating that it was not part of the motion originally submitted to the House.
Following his ruling, lawmakers adopted the motion without the controversial request to summon the President.
