Reps Direct Customs to Halt 7% Cost Collection, Enforce New Revenue Regime from July 1

The House of Representatives Committee on Customs has directed the Nigeria Customs Service (NCS) to discontinue the collection of the 7% cost of collection effective July 1, 2025, in compliance with provisions of the 2023 Customs Act.

The Committee instructed the Service to instead implement the 4% Free On Board (FOB) charges on imports, as stipulated in the revised legislation. The resolution was reached during the 2025 budget defence session held at the National Assembly.

Presenting the 2025 budget, Customs representative Mr. Jibo revealed that the Service generated ₦6.105 trillion in 2024—exceeding its target of ₦5.079 trillion, which reflects a surplus of ₦2.899 billion or 90.40%.

Committee Chairman, Hon. Leke Abejide, emphasized the need for Customs to align its revenue collection practices with statutory mandates to ensure accountability and transparency.
