The Sole Administrator of Rivers State, Retired Vice Admiral Ibok-Ete Ibas, has sworn in eight new Permanent Secretaries, charging them to uphold transparency, fiscal discipline, and public service excellence.
The swearing-in ceremony took place Thursday at the Executive Chambers of the Government House in Port Harcourt. During the event, Ibas emphasized the critical role of civil service leadership in ensuring effective governance and institutional integrity.
“Your emergence is critical at this time. You must promote peace through good governance by ensuring efficient service delivery,” he stated. “Your work must translate into tangible impacts that improve the daily lives of our citizens, moving beyond mere activity to measurable outcomes.”
The administrator noted that the appointments were strategic, aimed at filling administrative gaps created by the recent exit of experienced officers. He called on the new appointees to embrace innovation, drive digital transformation, and enhance coordination across ministries and agencies.
He issued a stern warning against financial mismanagement, insisting that transparency and accountability must guide all public spending.
“Government must function as one cohesive system working toward shared goals. You must ensure prudent use of public funds—every naira allocated must be accounted for. Be deliberate, transparent, and accountable in all financial matters,” he said.
Ibas further urged the Permanent Secretaries to challenge bureaucratic complacency and contribute to rebuilding public trust in the civil service through ethical leadership and result-oriented administration.
