Madagascar Receives Skull of Beheaded King Retuned by France

Madagascar held a ceremony Tuesday marking the return of three skulls kept by France for 128 years, including one believed to be that of a Malagasy king decapitated by French troops in the 19th century.

France handed over the skulls in Paris on August 27 in the first such restitution since it passed a law in 2023 facilitating the return of human remains taken during its colonial conquests.

The skulls are believed to belong to King Toera, leader of the Sakalava people, who was beheaded by French troops in 1897, and two of his warriors.

They arrived in Madagascar late Monday and were received at the airport by members of the Sakalava group dressed in traditional robes.

Held in three boxes draped with the flag of the Indian Ocean nation, the skulls were driven through the capital Antananarivo to the city’s mausoleum Tuesday, where they were received by President Andry Rajoelina and a gathering of government and Sakalava dignitaries.

They will continue their journey by road to the west coast area of Belo Tsiribihina, about 320 kilometres (200 miles) from the capital, where they are expected to be buried later this week.

The skulls were taken to France as trophies and kept in Paris’s national history museum alongside hundreds of other remains from Madagascar, which declared independence in 1960 after more than 60 years of French colonial rule.

French Culture Minister Rachida Dati said at the Paris event that a joint scientific committee confirmed they were from the Sakalava people but said it could only “presume” that one belonged to King Toera.

France has in recent years sent back various artefacts taken during its imperial conquests, but each time required special legislation until parliament adopted the law simplifying the repatriation of human remains.

Reflecting on his decision to choose Shettima as running mate, Tinubu highlighted his competence, consistency, and leadership qualities. “Every day, as Vice President, you have justified that choice by strengthening our work, bringing fresh perspectives, and upholding our commitment to Nigerians,” he stated.

The President also commended Shettima’s political journey from Governor of Borno State to Senator, noting his exemplary service in the face of immense challenges.

“You served the people of Borno excellently as Governor for eight years and later as Senator representing Borno Central in the National Assembly. In both roles, you showed that leadership is service, not privilege,” he said.

Tinubu further emphasised their joint commitment to the Renewed Hope Agenda, citing progress in global partnerships, food security, and investment reforms. He expressed optimism that their collaboration would continue to deliver visible results for Nigerians in education, healthcare, and job creation.

The President added that his bond with Shettima extended beyond politics, symbolising unity across regions and traditions. “Our relationship transcends official duties. It is a bridge across regions and traditions, united in purpose and service. You remind us of what is possible when Nigeria comes first,” Tinubu said.

Tinubu Mourns Passing of FCT Pioneer Head of Service, Grace Adayilo

President Bola Tinubu has expressed deep sorrow over the death of Mrs. Grace Adayilo, the pioneer Head of Service of the Federal Capital Territory Administration (FCTA).

In a condolence message, the President commiserated with the Minister of the Federal Capital Territory, Nyesom Wike, as well as the family, colleagues, and loved ones of the late public servant.

Mrs. Adayilo passed away in the early hours of Monday, September 1, 2025. Before her appointment, she had served as Education Secretary of the Abuja Municipal Area Council (AMAC). She was named the first FCT Head of Service by Minister Wike, following President Tinubu’s approval of a new civil service structure for the territory.

The President prayed for the peaceful repose of her soul and asked God to grant her family, friends, and colleagues the strength to bear the loss.

Education Stakeholders Advocate Responsive Curriculum in Africa

Stakeholders in Africa’s education sector on Monday called for stronger collaboration among curriculum development actors across the continent to build a qualitative, relevant, and responsive education system.

The call was made at the 5th African Curriculum Association Conference held in Abuja, themed “Transforming Curriculum and Teacher Development in Africa for Inclusivity, Resilience, and Lifelong Learning through 21st Century Competences.”

They emphasized the need for Africa’s education systems to be better aligned with both domestic realities and global demands.

Speaking at the event, the Executive Secretary of the Nigerian Educational Research and Development Council (NERDC), Prof. Salisu Shehu, noted that education was undergoing an unprecedented period of change. He attributed this to dynamic social, technological, and cultural shifts, stressing the urgency for new approaches in curriculum development.

“A much more important issue is that education must be adapted to the mentality, aptitudes, occupations, and traditions of the various peoples,” Shehu said.

Also addressing participants, the Minister of Education, Dr. Tunji Alausa, described the theme of the conference as timely. Represented by the Minister of State for Education, Prof. Suwaiba Ahmad, Alausa said the forum would stimulate valuable discussions on curriculum innovation, best practices, and strategies that align with modern skill demands.

“Curriculum is an essential foundation for quality education and achievement. It is an effective challenge for the attainment of national goals and objectives,” he stated.

He expressed confidence that the conference would produce quality presentations, critical analysis, and evidence-based strategies that would yield positive outcomes.

On his part, the Secretary General of the Organisation of Southern Cooperation (OSC), Sheikh Mussallam, underscored the need to shift the curriculum focus from problem-solving to problem-posing, especially in the age of artificial intelligence.

“I propose that we move our education systems from problem solving to problem posing. We should impart to our youth the ability not only to answer questions, but to articulate the right questions, analyse their society, and problematise the issues,” Mussallam said.

Wike, PDP Leaders Met in Abuja

The Minister of the Federal Capital Territory, Nyesom Wike, on Monday hosted some leaders of the Peoples Democratic Party (PDP) nationwide at his official residence in Abuja.

According to the minister, the meeting was to avail them the opportunity to discuss issues centered around the state of the party and how to forge ahead.

Notably among those in attendance were the PDP National Secretary, Sam Anyanwu, and former Governors of Abia and Benue State, Okezie Ipeazu and Samuel Ortom. Others included the Minority Leader of the 10th Rivers House of Assembly, Kingsley Chinda, the Speaker of the Rivers State House of Assembly, as well as other members of the House.

The meeting came after Wike warned that the PDP risked self-destruction if it attempted to bring back former Labour Party presidential candidate, Peter Obi, into its fold.

Speaking during a media chat on Monday, Wike said the PDP had not learned from past mistakes that cost it dearly in the 2023 general elections.

He recalled that he and other party leaders had repeatedly cautioned against allowing both the presidential candidate and the national chairman to come from the North, a move he insisted was unjust and politically suicidal.

“From day one, I told my colleagues, PDP, you are shooting yourself. If you allow what is going on to continue, you’ll pay. And what did I say? You cannot have the presidential candidate at the same time as the national chairman of the party,” Wike said.

The former Rivers State governor accused the PDP of “stealing” both positions and ignoring calls for fairness and balance, a decision he argued contributed to the party’s loss at the polls.

NNPC, TotalEnergies–Sapetro Ink First Deepwater PSC Under Petroleum Industry Act

The Nigerian National Petroleum Company (NNPC) Ltd has signed a landmark Production Sharing Contract (PSC) with the TotalEnergies–Sapetro Consortium for Petroleum Prospecting Licences (PPLs) 2000 and 2001, making it the first deepwater PSC executed under the Petroleum Industry Act (PIA).

The agreement, sealed on Monday at the headquarters of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) in Abuja, covers both crude oil and natural gas exploration and production. It is also the first of seven deep offshore blocks awarded during the 2024 licensing round to be formally executed.

NNPC Ltd’s Group Chief Executive Officer, Engr. Bayo Ojulari, described the deal as a milestone for Nigeria’s energy sector, highlighting its robust gas terms that incentivise monetisation of non-associated gas. “This particular PSC is unique. It comprehensively covers crude oil and natural gas, with innovative provisions that will drive energy security and economic growth,” he said.

NUPRC Chief Executive, Engr. Gbenga Komolafe, noted that the award of the offshore blocks — spanning about 2,000 square kilometres — reflects the transparent and competitive framework introduced under the PIA 2021.

TotalEnergies, which holds an 80% stake in the venture, said the deal reaffirms its 60-year commitment to Nigeria. Sapetro, holding 20%, emphasised its alignment with the government’s push for responsible resource utilisation and local content development.

The PSC includes provisions for royalties, signature and production bonuses, host community development, environmental remediation, and decommissioning obligations. It also outlines measures for gas utilisation aimed at reducing flaring.

Officials said the agreement demonstrates Nigeria’s readiness to attract global investment while ensuring long-term production growth and sustainable value creation.

Over 1,000 Reported Dead As Landslide Levels Village In Western Sudan

At least 1,000 people have been killed after a devastating landslide struck a village in the Marra Mountains of western Sudan, the Sudan Liberation Movement/Army (SLM/A) said on Monday.

According to the group, led by Abdelwahid Mohamed Nour, the disaster occurred on August 31 following days of heavy rainfall. Only one person was reported to have survived.

“The village has now been completely levelled to the ground,” the movement stated, appealing to the United Nations and international aid agencies to assist in recovering the bodies of men, women, and children trapped beneath the rubble.

The tragedy comes as thousands displaced by the ongoing war between the Sudanese army and the Rapid Support Forces (RSF) had sought refuge in the Marra Mountains, where food and medical supplies remain critically scarce.

Sudan has been engulfed in a two-year civil war that has displaced millions, left more than half the population facing severe hunger, and placed Al-Fashir, the capital of North Darfur state, under constant bombardment.

Ibas Swears In 23 Newly Elected Rivers LG Chairmen, Charges Them On Selfless Service

The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (Rtd), on Monday swore in 23 newly elected Local Government Chairmen, hours after they received their certificates of return from the State Independent Electoral Commission (RSIEC).

In his address, Ibas reminded the new chairmen that public office is a sacred trust, urging them to shun self-interest and embrace transparent, accountable, and reform-driven leadership.

“This victory is not a prize to be enjoyed. It is a burden to be carried. It is not an entitlement, but a duty. It is not a call to self-interest, but to selfless service,” he declared.

Ibas urged the new chairmen to move beyond politics of patronage and focus on grassroots development that improves citizens’ lives. He praised the peaceful conduct of the August 30 polls, describing it as a major step in restoring constitutional order following President Bola Tinubu’s March 18 state of emergency declaration.

“You proved that democracy belongs to the people, that power must flow from the consent of the governed, and that no obstacle can weaken the resolve of a united citizenry,” he said, commending both the electorate and RSIEC for what he described as a transparent and rancor-free process.

The Rivers Administrator also tasked the chairmen to study the Nigerian Constitution, partner with traditional rulers, security agencies, and community leaders to sustain peace, stressing that “without peace, there can be no progress.”

He further directed them to strengthen local economies through support for small businesses, infrastructure upgrades, educational investments, and to cooperate with the ongoing biometric enrollment of local government staff for effective planning and payroll management.

Ibas also commended the outgoing Council Administrators for their service during what he called a critical period in the state’s history.

Malami’s Convoy Attacked In Kebbi, APC Rejects Blame Amid Rising Tensions

The convoy of former Minister of Justice and Attorney-General of the Federation, Abubakar Malami, was attacked on Monday in Birnin Kebbi by suspected thugs, leaving about 10 vehicles destroyed and several of his supporters injured.

Malami, now a leader of the African Democratic Congress (ADC) in Kebbi State, said he was in the state capital to pay condolences to bereaved families and not for political campaigning when the attack occurred.

“It’s a painful act clearly linked to politics. Some thugs came out from the APC state headquarters armed with dangerous weapons and stones, attacking and destroying our convoy,” Malami alleged. “The truth is, when it comes to politics in Kebbi State there is no retreat, no surrender.”

The All Progressives Congress (APC), however, denied responsibility. Kebbi APC Publicity Secretary, Isa Assalafy, condemned the incident, insisting the party had no reason to instigate violence.

“Kebbi is a peaceful state. No government that enjoys massive support from the people and is confident of victory in 2027 would want the peace of the state to be disrupted,” he said.

Assalafy further alleged that security personnel attached to Malami’s convoy fired shots during the confrontation, which he claimed escalated the situation.

Wike Warns PDP Against Fielding Obi In 2027, Says Party Will Be Destroyed

Minister of the Federal Capital Territory (FCT), Nyesom Wike, has cautioned that the Peoples Democratic Party (PDP) would risk collapse if it fields former Anambra State governor Peter Obi as its presidential candidate in 2027.

Wike issued the warning during a media parley on Monday while responding to comments made by Bauchi State Governor Bala Mohammed on a televised interview, where Mohammed stated that the PDP was considering Obi and former President Goodluck Jonathan as potential candidates for the 2027 presidential election.

FGN Savings Bonds Offer Up To 16.541% Returns For September 2025 Subscription

The Federal Government has opened subscription for its September 2025 Savings Bonds, offering investors annual interest rates of up to 16.541 per cent, according to a circular from the Debt Management Office (DMO).

The offer includes a two-year bond maturing on September 10, 2027, with a 15.541 per cent annual return, and a three-year bond maturing on September 10, 2028, with a 16.541 per cent annual return. Both represent increases from the August 2025 rates of 14.401 per cent and 15.401 per cent respectively.

Subscriptions, priced at ₦1,000 per unit with a minimum entry of ₦5,000, will close on Friday, September 5, while settlement is scheduled for September 10. Interest payments will be made quarterly in March, June, September, and December.

Launched in 2017, the FGN Savings Bond programme was designed to deepen the domestic bond market, promote financial inclusion, and provide retail investors with access to safe, low-risk government securities. The bonds also qualify as approved investments under the Trustee Investment Act and are tax-exempt for pension funds and other eligible institutions.
